Rosemount police have made an arrest after an 800-pound boulder fell off the back of a truck, killing a woman and her daughter earlier this week.

33-year-old Joe Czeck of Hastings was picked up Wednesday night in Inver Grove Heights and is now being held in the Dakota County jail.

On Monday afternoon, 67-year-old Karen Christensen and her 32-year-old daughter Jen, both of Shoreview, were driving north on Rich Valley Road when the rock dislodged from the back of the truck that Czeck was allegedly driving.

Both of the women were pronounced dead at the scene. The truck did not stop.

“We’re fortunate enough that we have a great relationship with Flint Hills Refinery, they have cameras on that road,” said Chief Mitchell Scott, with Rosemount Police. “They were able to produce a photo of the suspect vehicle. Unfortunately, the logo on the suspect vehicle was not visible for us to be able to decipher what company it was.”

The chief says they took the image to neighboring construction and development sites asking workers if they recognized the truck.

“In a neighboring city, we came across a development site that recognized the vehicle. They even stated that they had loaded the boulders up that day, on Monday, and they were able to provide us with a name of the company,” said Chief Scott.

On Wednesday night, police arrested Czeck without incident. He’s refusing to give them a statement.

Chief Scott said Czeck could be facing criminal vehicular homicide charges and believes Czeck knew the 800-pound boulder fell off his truck, hitting Christensen’s car.

“We don’t know what he’s thinking because he declined to speak with us, but I firmly believe he was aware,” said Chief Scott.
