A lawyer investigating alleged physical abuse by Congressman Keith Ellison says the accusations cannot be substantiated.

The Associated Press has obtained a draft report from attorney Susan Ellingstad, who was hired by the DFL to investigate the claims of Ellison's ex-girlfriend that the congressman physically and verbally assaulted her in 2016.

Karen Monahan said she has video of an incident in which Ellison dragged her by her feet off a bed while screaming obscenities at her. In her report, Ellingstad says Monahan's refusal to provide the video leads her believe the allegation is unsubstantiated. Ellingstad's report also indicates Monahan gives shifting explanations as to why she won't provide the video.

Ellison is leaving Congress to run for Minnesota Attorney General. He's also asked the House Ethics Committee to look into the allegations.
