Arrest made after woman slain, teen found sexually assaulted in St. Paul

Crime scene called "disturbing and heartbreaking"

The name of the woman who was found dead in an east side St. Paul townhouse is expected to be released on Tuesday, while a man arrested for an apparent sexual assault remains a person of interest in the death.

Police arrived on the scene of a townhome in the 1500 block of Jessamine Lane around 7 a.m. Monday after getting a report of a deceased female. 

"One of the most disturbing and heartbreaking scenes we’ve seen in awhile," said Sgt. Steve Linders of the St. Paul police department.

"I can tell that this death was unexpected and shocking and they're distraught," said Steve Linders of the family members who had arrived on the scene. "They're going through a lot of emotions right now." 

Police identified the man arrested Monday afternoon as 33-year-old Ivan Dan Walker of East Saint Louis, Illinois, and he remains in the Ramsey County jail. 

Walker reportedly knew the woman who was killed and the teenager that was hurt.

He is called a suspect in the sexual assault, and a person of interest in the homicide investigation.

A woman believed to be the mother of the victim was seen lying on the lawn in front of the home yelling "why?"

"Last night, I heard a big boom, like someone beating on a door," said a neighbor. "That's just normal, that's everybody in my neighborhood, everyone argues." 

The teenager was taken to an area hospital for treatment.

Linders say it could take at least ten days before medical examiners determine the cause of death.
