Former camp director from Blaine sentenced for sexual abuse

Former camp counselor Scott Francis Fortier, who parents once entrusted with their kids, will now spend decades behind bars for sexually abusing and exploiting children.

“He used his position at the camp and his relationships at the camp to prey on these young vulnerable girls,” said Minnesota's U.S. Attorney Erica MacDonald. “[He would] later get them alone where he could supply them with alcohol and take advantage of them.”

At one point Fortier served as a camp director of Circle R Ranch in Long Prairie, Minnesota. The ranch is a co-ed horseback riding summer camp in Todd County.

In November of 2016, a victim reported an assault to the Todd County Sheriff's Office. Court document said Fortier sexually assaulted a 17-year-old girl and a 15-year-old girl after he sent them a Snapchat video while the girls were shopping at the Mall of America. He asked the girls to come to his home in Blaine. The report says he gave the girls alcohol and then sexually assaulted them. He also filmed the encounter with an iPhone. A search warrant of Fortier's home and his phone turned up the videos.

The search warrant also turned up other videos with girls as young as 12 being assaulted and thousands of images of child pornography. U.S. Attorney MacDonald said production of child pornography is skyrocketing with new technology.

“This case demonstrates readily, the explosion that we’re seeing in production of child pornography,” said MacDonald. “In this day and age with everybody having a tablet or a phone, or device of some sort that they can record, there’s been a significant explosion in production of child pornography.”

On Wednesday, during Fortier's sentencing both victims gave statements, as well as a number of other victims detailing years of sexual misconduct and rapes committed by Fortier against underage girls at the Circle R Ranch. He got 25 years behind bars.

MacDonald called Fortier a charismatic person who wouldn't draw a red flag from a parent, but said inside he’s a serial predator and rapist. The U.S. Attorney said this case should serve as a warning to parents.
